In Belgium, the debate grows around the blacklist of websites -

There are four main sites blocked families in Belgium: those who sell drugs (true or false), illegal download sites, such as Megaupload, sites that sell counterfeit products and unauthorized gaming sites which represent the majority of them.

60 online gambling sites have been blacklisted since the existence of this list since 09. And the domains with similar names such blocked sites are also prohibited to prevent people from fail to continue working on these mirror sites. The majority of these banned sites is known and appears on the page of the Committee on Gambling (Gamingcommission.fgov.be).

Patrick Van Eecke, a professor specializing in ICT law at the University of Antwerp, is expressed on that list, in the Standaard newspaper. He speaks of a risk of censorship and request the establishment of a commission to determine the question. The professor believes it does not seem to be objective criteria to decide whether to block a site, claiming that the system lacks transparency and could be compared to censorship. He asked that the list should be monitored by an independent body, without being made public.

ISPs such as Scarlet, Telenet and Belgacom can not clearly make their decision to ban a domain name because of a Royal Decree of 9 January 03: it says on the way a site can be disconnected by putting a demand on the judicial authorities (usually a judge or an officer of the Federal Computer crime Unit)

prosecution suggests that the lock. is always in the context of a criminal investigation, and each request is subject to special scrutiny. In addition, there would be no centralized list. This prohibition usually occurs when given the data on a site violate or vis-à-vis threat to public order and the moral good or if it is a threat to computer systems.

About the Web user, organizations have struggled for months to talk about freedom of the Belgian Internet.

politically, an MP Peter Dedecker has rebounded on the announcement of the blacklist and proposed as a tool to protect users against fraud attempts.
