Estonia allows greater extent in digital freedom for its citizens, Freedom House, a Washington-based advocacy group. They recently issued a "Freedom on the Net 2012" report puts this small Baltic country on the top of the list of countries with free Internet access.

Freedom House rankings are based on factors such as access to the Internet and free online expression laws. Estonia has a digital national identification system, allows its citizens to vote online, and announced plans to teach computer coding to public school students, from 1 degree, according to the blog of Ubuntu Life Technology .

According to Freedom House, from January 2011 to July 2012 (the period analyzed in their report) online censorship has increased, although control methods have also evolved and become less visible.

in 19 out of 47 countries analyzed in the report of the citizens who posted the content online were "tortured, disappeared, beaten or attacked brutally." The report is full of such examples. Physical attacks are not limited to criticism of the government. For example, according to Freedom House, Mexico bloggers who wrote about organized crime have been murdered with notes which refer explicitly to the victims of posts blogs.

In the ranking "Freedom on the Net 2012" Estonia is followed by the USA, Germany, Australia and Hungary on the first 5 places respectively. The list of countries "not free", the report is as follows:
Thailand, Pakistan, Belarus, Bahrain, Saudi Arabia, Vietnam, Burma, Ethiopia, Uzbekistan, Syria, China, Cuba and Iran, Iran being the least free of all.
